BIOGRAPHY
I’m Paul Horn, and I’m asking citizens of Wallace Ward for their support and vote in our upcoming election.
I’ve experienced many good fortunes in my life, but none compared to the gratification my wife Tammy and I have felt raising our two daughters in Gowanstown, surrounded by family, friends and neighbours. I care deeply about our community because it’s not just our home, it’s part of our family history, and a huge influence on who we are today.
I developed a sense of community service years ago because I wanted to give back to the community that has always provided so well for us. I dedicated nine eventful years as a volunteer firefighter and 12 very educational years as your Wallace Ward councillor.
I’ve served on our economic development, master fire plan, and waste management committees. I’ve had the honour chairing our rec complex committee, our budget, and the library board. Even with that experience, I can assure you there is always more to lean.
I enjoy working with the public, municipal staff, and council to help people find solutions to their municipal issues. As your Wallace Ward councillor, I will always do my very best for you.

ISSUES
The most important issue facing North Perth in the upcoming election can be summed up in one word: Inflation.
We are all experiencing the effects of inflation on a personal level and none of us is immune to it. We’re feeling it in the grocery store, at the gas pumps, and in every other aspect of our lives. Out local government is facing those same issues daily.
The Municipality of North Perth is required to provide and maintain local infrastructure and public services within our community. These responsibilities are clearly defined and allocated for within our municipal budget. The budget is the most important document our council deals with. It spells out our short-term and long-term goals for our community, and is primarily funded for by our property taxes.
A lot of things have changed in our community over the past few years due to external forces beyond our control. We’ve experienced growth exceeding anyone’s expectations and property values that no one could have imagined. We now have economic and social issues in our midst that weren’t on our radar four years ago, and the temptation to tackle them is ever present.
I truly believe the upcoming term of council is going to require councillors who are prepared to keep their eye on the ball and concentrate on fulfilling our core municipal responsibilities to our citizens. With inflationary pressures on the operating budget, and capital project tenders coming in far beyond the original estimates, meeting our obligations will present new challenged that cannot be answered by cranking up the property taxes.
As your Wallace Ward councillor, I will work diligently to learn about our community’s changing needs and try to find sustainable solutions. With 12 years of council experience, I’m ready to hit the ground running for you. I am very familiar with our municipal services, and I can differentiate between legislated requirements and mere recommendations. I’ve worked with our budget and other members of council to find cost-saving solutions. Most importantly, I make it a point to understand how each decision of council affects our property taxes.
I’m asking the citizens of Wallace Ward for their vote on election day. I don’t pretend to have all the answers, and I won’t make foolish election promises. The only commitment I make is that I will always do my very best for you to keep our community safe, vibrant and sustainable.
